There’s an old saw, often mistakenly attributed to Winston Churchill, that goes something like this: “If you’re not a liberal when you’re 25, you have no heart. If you’re not a conservative when you’re 35, you have no brain.” A person should start left and drift right, and not the other way around, the adage suggests.1But when it comes to Supreme Court justices, growing older appears to incite a trend in the opposite ideological direction. One prominent measure of judicial ideology — the Martin-Quinn score — illustrates this tendency. These scores, as DW-Nominate does for legislators, use the justices’ votes to quantify their position on a left-right spectrum. A more negative score means a justice is further left; a more positive score means she’s further right. The scores are based on data from the Supreme Court Database and are calculated back to 1937.

SC scolds Binay lawyers for ‘wrong doctrine’ | Inquirer News

The last to interpellate in the four-hour-long oral arguments on Tuesday, Sereno directed both the lawyers of Binay and the Ombudsman to “measure the condonation doctrine” against “the Filipino soul.”Sereno showed a 63-page slide show, breaking down all the evidence that the Ombudsman has so far gathered against Binay, laws governing administrative liabilities of local government officials, and jurisprudence on administrative cases against local officials.In her presentation, Sereno also cited the magnitude of public funds that local officials handle—P389.8 billion for disbursement this year and P341.5 billion in 2014—and the kind of impact that condonation would have if officials were allowed to get off easy by virtue of this doctrine.“Do you imagine the magnitude of that money? That is nearly 20 times [the budget] of the entire judiciary,” she said.“We’re talking about the magnitude of the problem we’re facing here. The social impact the message is saying is very important for the life of this country,” Sereno said.

Simply because CJ Sereno has about two decades to effect change she would probably be if she wants it and is strong enough to handle all the politics and pressure involved the CJ who helped the Philippines the most.

What I learned about Mar, that I didn’t know until yesterday (through P-Noy’s story-telling), is that Mar forbade his family from going into the BPO (business process outsourcing) enterprise so that they could not be said to have taken advantage of a program that he had designed. That was an example of Mar’s integrity. Compare that with a cake-giving program for constituents’ birthdays, with the cakes bought from a member of the family. Or a 13-percent cut from every approved infrastructure project undertaken under your administration. No contest.
